Manuel "ghetto starr" Noriega was the general of panama (contary to popular belief that he was president) and also a CIA agent, after Panama-USA relations turned sour the CIA went after Noriega for multiple counts of drug trafficking, money laundering and generally being a pretty cool guy.
long story short; he was otherthrown when the USA invaded Panama and tried in 1992. Eventually he was found guilty of drug and racketeering violations and sentenced to 40 big ones.
